On 2 February 2006 , Act No. 59/2006 was published in the Collection of Laws, concerning prevention of major accidents caused by selected dangerous chemical substances or chemical preparations.
 
This act processes the relevant European Community’s regulations and stipulates the system of major accidents prevention for establishments and facilities where the selected dangerous chemical substance or chemical preparation is located with the aim to reduce probability of incidence and to limit consequences of major accidents on health and lives of people, farm animals, the environment and property in the establishments and facilities and in their surroundings.
 
The act relates to all natural persons carrying on business and legal persons, who own, use or will put into use an establishment or a facility in which a selected dangerous chemical substance is located. The selected dangerous chemical substances are specified by Table No. I (Named selected dangerous substances) and Table No II (Other dangerous substances classified in the groups pursuant to the selected dangerous properties) of Annex No. 1 to Act No. 59/2006 Coll.
 

In a simplified form it might be stated that the act relates, to certain extent, to all legal persons or natural persons carrying on business, who store or handle the substances classified as – Highly toxic, Toxic, Oxidising, Explosive, Flammable, Highly flammable, Extremely flammable, Dangerous to the environment and substances designated by the sentences R14, R14/15 and R29.
